19a Orders nothing new for shops (5,2). If the answer is 'TELLS ON' how is it arrived at?

Orders = Tells + O (zero) + N(ew)

Tells on = shops as in informs.

Thanks Ozzie - I was trying to feel content with 'telling' as from a bank 'teller' i.e. counting, which is not the same as ordering, so not satisfying. But it is like telling someone to do something i.e. ordering them to do it. Your answer helped!
