Yes, dannyk. I was distracted by maxidragon's comment "I think doom seems to be correct, could the author be Gordon?" but then saw the error of my ways
The punctuation of 21a suggests to me that the definition is "imperative, perhaps" which leads to MOOD (imperative is a grammatical mood), and it's the judgement (doom) which is reversed.
But it could be that the setter was a little careless.
answers Bath (and) Wells, Winchester, London, Oxford, Lincoln all have the word "see" another clue in the grid which is an alternative meaning / example of. Agree that 21a is suspect but unlike Virgilius aka Brian Greer to produce a poor clue.
