1d Charge - double meaning
2d - Does the clue have a : in it?

Colony - 'colon' + '(mone)y' (finally) (?)
1a.Cyclops

2d.Colony
9a.Allot
9a Allot (dish out) - 'A(pril)' (first of) + 'toll' (tax, returns)
The only way 2d would work is with a 'colon' agreed.
I read it as colon (money) + final y (could be wrong though)
oh I see , so there is not a 'colon' printed in the clue?

Well , this has been niggling me even though I know papers can get it wrong.

I have managed to get a copy from a contact and on the copy I have the clue reads.

2d Settlement: money, finally (6)

So not sure what your copy reads - still sorted now and a satisfactory parse.
Mine is the same on line Lynne.

The colon is so faint on line I didn't see until I read your post.It does make more sense than my parse.
