I can't quite see the anagram

I wondered if the setter meant CROWS rather than COWS but thought it seemed a little odd to have crow in the clue and the answer

about could be RE but that gives 2 E's

I did wonder if about was C but I think the 'about ' is the anagram indicator and anyway would mean cows would have to be rows.
