I would say Waver
Oh given it is the Strathy I was going - Haver.
Sure Emeritus is right though.
Ah .. Didn't spot that
I'd still go with Waver as when I say 'haver' which I do from time to time....say it and do it...it means talking rubbish , not vacillating.

but, thanks for all that. its been a school day again for me
I'd go with the majority , sorry to muddy the waters.
Not helpful I know, but Chambers has both two meanings for haver - 1) To talk nonsense or foolishly (Scot.)
2) To waver to be slow or hesitant in making a decision.
This one has us umming and ahing.......or as we say in Scotland, hemming and haying......
Clearly the first letter here is not a check letter, as it ought to be to avoid confusion and lead to only one answer
