I just can't see the correct answer - have found several possibilities but they just don't seem to be the right fit so would appreciate some help:

What is it? I'm thinking store up, shore up or possibly stoke up? Or something else that we're just not seeing? Help please

The only thing I could think of was SCOFF. It must begin with F because 39 ac must be FACTORS IN (contained within cl)
Sorry - was looking at 30d with the cryptic!
