After completing the grid, 21 letters in 3 symmetrically placed across answers can be made to form a partial cryptic clue, associated with a group at 18 down and its answer (8).
I think I know the group (Beatles), but cannot see the clue or answer.
Can anyone make sense of this?!

I see 'Oliver Ampersand Bellow' (21 letters) which is a clue to 'Twist and Shout' so I wonder whether there is an error in the (8) indicating eight letters in the answer....

Got it! The 8 letter answer is THOUSAND, the number of the crossword and an anagram (twist) of AND SHOUT
Utterly ridiculous, clumsy and contrived!

...and badly described in the instructions.

I'm glad I didn't spend any more than three days agonising over this! :/
