12ac Why is it SURE = STABLE. but how does - prop, they may say - fit?
I think 24dn is ambiguous since 32ac can end in E or A, and either fits 24dn answer.

So, is 24dn SAGG A R or SAGG E R?
The E woks in the wordplay for 24ac but not the definition, neither Chambers nor OED giving the bird with an 'E' ending. The E fits the definition for 24dn but not the wordplay, SAG (flag) + RAG reversed (up someone ready to drop) - SAGGER (two defs) would leave the 'Flag up' doing nothing. It's an A.
