It's used to prevent shock, one putting saline in treatment(10,4)I am pretty sure it is Insulating/Insulation Tape but a) do not know which one and b) can't see why it is the answer-an anagram somewhere I think. What though is the 'literary' connection?

It is getting more that way, sadly. Up to around 6 months ago it was ever thus.I have done these for a long time. Still if you appoint Stig Abell as editor a drop in standards is possible.
If a literary connection was wanted it would have said so in the clue.You are overthinking this.

I have answered quite a few in the TLS and none required a literary connection.
