On the crossword solver site, someone has said that the original answer has 7 letters and is thematically treated to get 12 letters. Unfortunately I don't know what the thematic treatment should be.
I'm finding this quite tough.

central seems to fit at the right hand end of 11a so far to agree with crossing letters of 5d and 9d. What happens later ...not got that far yet.
12d and 46a are also too short for the grid , but only by one letter......

We have CENTRAL. If we have got the last word of the instruction we could guess at the treatment. 18A is an easier example.

yes hankir you are correct with your letters and i think the 5 letter answer you have ......look at the 2nd and 3rd letters of your 5 letter answer.....google ... things may become clear as to what has to be replaced by what??....

v e - not sure what you are asking....you need to replace c e n t with something longer.........in a similar way to what you have done with 18a

What is Upton Times? I googled it but there is an Upton Daily, not Times.

I think that Upton Times is a cryptic reference to the theme not a real newspaper.

Based on 11A and 18A , I think I know what to do.
For 13 d, I cannot find equivalent of 11a word.
Also need to solve more clues.

if you have the clue answer for 13d (could be seen as 3 words and defn is practical treatment) ... then change letters 5,6,7,8 although 8 will be the same after the change
