Pretty sure the governing body in ancient Athens was the Ecclesia. They had to have quorum, but that wouldn't be right.

here was a subordinate body called the Apella. So maybe that is it, being 6 letters and all

Always thought the Senate was Rome, but assume Geevo is correct.

Yes, fair comment Geevo - with those letters you must be right, but I was pretty sure the Senate was a Roman system, only introduced to Athens after the Romans had effectively destroyed ancient Athenian democracy. -shrug- not a big deal - I can't see any other valid answer.
