The Oldie usually does ask for something to be highlighted...... sometimes it's a hidden word or phrase, sometimes it's just one of the clues, usually the main one or one connected with the theme.
If it were to be a hidden word or phrase, they usually say that it is formed by the unchecked letters of x number of clues.
In this one, they have said that 24a is a location and should be highlighted. That's all there to it, really!

I was a runner-up once. That was a nice surprise! I didn't really mind not winning, as I already had a Chambers, which was the first prize!
