I think i've finished this but there are a couple that I can't figure out the wordplay:
13A: One must abide by leave decision. As I have P?R?I it looks like "PARSI"
21d: Boats' lengths must be about a metre. I have S?M?A?S so it looks like "SAMPANS" which fits the definition of "Boats" but I don't understand the rest.
Any enlightenment would be gratefully received.
