Help please. Last clue is: Capital instrument of punishment - ?t?c?s . Probably Sticks or Stocks, but don't know which. It's the Capital thati'm not sure of.

Stocks were used by placing the criminal's ankles between two boards, and the criminal had to sit there for some time. It was the pillory in which the head and wrists were fastened, so the clue doesn't quite seem to fit the answer.
