I can only see 1 capital so far in the completed grid ?? ...and how does one "outline the whole area"?

Take a look at the limited coordinates in the first column and the last row - then think about 'vacation' as regards ALL of the clues and answers.

Thank you ... so does that mean for clue 1a plot RY ...gives M in new grid? Repeat this for all across and down clues ?

Then same again for all the answers...answer 1a plot DC....gives S.

That's the right approach pomona but the across clues give one thing (the 4 that go beneath the grid) the down clues give the outline (you might have to draw some linking lines) and all of the clues give coordinates for cells to be highlighted - you need to keep faith and continue to the end before it makes sense (and use a different colour highlighter or things can get a bit messy).
