18d Fine Shakespearean as part of Sebastian touring Ulster? (7)

I have inconie as an a.ternative spelling of incony, but I don't get why. At a stretch, 'in' could be 'as part of', and 'ie' the internet domain for Ireland? That still leaves me to turn Sebastian into 'con' though.

Despite a few surprisingly straightforward clues this week, I found the Azed even more taxing than other weeks. Very enjoyable.

Aargh! Should have guessed it wasn't a Shakespearean Sebastian, particularly with the Portman question too.
