26a In conference, check rule (5). I have r?i?n so the answer must be reign. But how does that fit into the clue?

'in conference' implies speaking, or someone talking.
'Reign' is the correct answer.
'Reign' can sound like 'rule' or it can sound like 'check', as in 'to rein in a horse', or 'to keep someone's temper under control'.
