The ? is for the "voter" that I can't see - 'wonk' is "over", but doesn't mean voter per se, rather *can* be someone well-versed in political theory; "policy wonk".

If the stab is correct, can anyone put me straight on what I'm missing, please?

Re 8dn - the clue is "voter told" i.e. there's a homophone indicator so it's referring to a "no voter".

The one I'm not getting is 22ac "on list with Turner". As far as I can see the answer is wheel?
