Good Friday morning! Happy to say I got the theme quite early with the fortuitous solution to 40(A). I am left with just about three to wrap up this exotic Doc edition of the Spectator. HINTS ONLY please! Many thanks in advance!

ACROSS:
12 First half of the rabble is groovy! (6) : RA?G?E ( RAGGLE ? )
39 Some German waste recycled (5) : ?T?AS ( Neveracrossword suggests a German word, but I see the 6-letter STRASS.)

DOWN:
9 Scale drawing of rigging excited all Spain (8): ???LP?A? ( Anagram of ALL SPAIN?)

Sorry, Mamya, I read it as you being happy to have the clues so that you could give hints. It is a thematic puzzle, but the clues, entries and so on are all normal.

24d is a double definition - cathedral dignitary (in Catholic Church) and a military police officer.
35d needs compass points and the international driving code for Kenya.
