29dn. French ex-PM wrong about focus on nationalisation? (4). I have BLU?

Leon Blum was a French ex-PM but if that's the answer I'm stumped as to how to parse it.

I'd thought of the 'bum' bit but still don't get where the letter 'l' comes from?

Yes, aelmpvw - 'of' would be better.
I don't think I can explain the wordplay any better, greyfox (am I missing something?).

Apologies. I'm being particularly dim. I'd also thought that's where the 'l' might come from but miscounted and didn't see it as the central letter. Thanks both, Prof' in particular. :-)
