Yes - without means outside

In Scotland outwith means the same thing
'Without' means 'outside' in normal (if possibly rather old-fashioned) English.

e.g. "The messenger is without, Sire", is the type of line that you might find in a play from the Shakespearean period.
The psalm

I thought that it was a hill that for some strange reason wasn’t surrounded by a wall - why would it be ;-)
I have always found it easier to think of it simply as the opposite of 'within'.

we say “outwith” so for me “without” meant lacking rather than outside :-)
