I'm presuming that 23d is simply an anagram of 'itches'?

Thanks for the hints! I have the right answer for 12a, I just can’t work out why it should be dry run in the first place.
Also, I have what I think is the right answer for 2, but can’t parse it either. And is the swap from 6 down?
As for Sin in 14 down, it involves a swap from 7 down, the pandemic measure
