Ridiculous censorship in this case as '***' = 'private eyes' (I've put it in lowercase this time as a test).

I think 6d is PREORDAIN (Chambers gives 'destine' for 'mark out') anag of 'ROPE AND IR' [IR = the inside of 'wIRe'].
