I think I have the 6 unclued words that are about some British Law passed in mid 1700s?
I am not sure yet of how to apply them.

3 is a 4 letter synonym for 'picture' in a 3 letter colour around E(min).
31 is 'two letters of TH(e)' + anag 'furies' around R (king) and is quite an obscure word.

I think the endgame isn't quite accurate, I have two of one of the thematic elements and only one of another - the rest are correct, I think (but the total is right - maybe that's all that matters?).
