16Dn: Some letters from chap caught underneath boat (4,4) ?U?K ?A?L. Well, it obviously looks like JUNK MAIL (Some letters) with JUNK (for boat). But why is MAIL a chap given there is no homophone indicator?

4Dn: A resource for journalists is cut after going downhill? (5,3) A?R?S ?K?. Looks like APRES SKI (after going downhill), but I don't get A PRESS KI. What is the KI short of?
