I have solved this and highlighted the name.
But I do not understand what the phrase from dropped column letters reveal. I googled it with the name and the place. No connection.

Hankir, when I read up on the thematic place yesterday, I saw there was stuff about different levels, perspectives etc - but like you, I wasn't very impressed with that line, phrase.
