2)Northern town taxi turned towards a centre (5)  BACUP.  Why is UP "towards a centre"?

3) Spontaneous occurrence before the public holiday (8).  What function is "before" performing?

4) ...Heat, note, theatre putting out first showing a third time? (8)  REREPEAT.  I get "showing a third time", but the rest...?

5) Follower of fashion with directions for making punch? (7)  FADDIST.  Why "directions for making punch?" ?

6)  One having a race with a "condition" -- not well at finish (5,4).  WATER MILL.  Apart from ILL ("not well at finish"), I don't get it.

7) Most bizarre couple holding hands that is separated by monarch (8).  WEIRDEST.  Definition OK, but the parsing?

8) Democrat's relating to nonvoters in state needing attention (9).  DISREPAIR.  Definition OK, but the parsing?

But still not everything is covered

So we need to explain why short file kept is WHE

A somerset is more of a somersault, but done sideways is a cartwheel

Thank you everybody for all your help.  I haven't picked a Best Answer because several of them were equally good, and it would be invidious to pick from them.  I am grateful to have learnt that 1) A race is a channel bringing water to or from a millwheel. 2) A somerset is another word for somersault. 3) A pair in Parliament is a non-vote via 2 abstentions.

But I think F(ADD)IST is poor, and I don't like re Rep and (h)eat. The word play suggests (h)eat re and Rep.
