W?E?

I assume it sounds like WEAN (to mother). So WEEN maybe? But "northern challenge".?

When ? Hen for mother in Scots dialect?

I think you have the answer. Turns out that "hen" = "challenge"(Scot). W = "with" obviously. I don't really see the first part though - "what may be said to mother".
Mother is sometimes slang for a person pouring out a drink, usually tea. ( Who's going to be mother?') She will say 'say when' as an invitation to say when to stop pouring
