Lacer (ate)

kayakamina. You say STOW IN THE WOLD is an anagram of ISN'T HE TO W+OLD. Where is the extra W? I don't understand LACER.
Re the answer to Stow-in-the Wold, my gazetteers give the town's name as STOW-ON-THE-WOLD. Any comments?
I'm with MikeJas on this:

Isn't he (WON'T HE) going to work (W) second to (STO) initially at ancient (OLD) = STOW ON THE WOLD

FleurdeLys. Thanks, now what about the other two?
There was a pope called URBAN, and we've all heard of URBAN myths!

I haven't come up with anything better than LACER: definition , 'working with string' fits and and to lacerate is to tear but not convinced by 'shedding some' = taking off 'ates'
