Low fellow or lout ?OOF It looks like MOOF but I can't find the word in Chambers or on the net. Has anyone heard of it?

could be coo+f
Hard to see how moof fits the clue whereas coof = [Scottish] An idiot, or fool. Could be a stretch to equate 'coo' and 'low' but both can mean to speak softly.

COOF is a lout, but how do you equate COO = low?
as noted above. coo=low=speak softly
