I don't suppose anyone could explain this further?

I can see that the "head of ruling party" gives "R", and presumably the "on" comes directly from the clue. But where does the "do" come from? And what is the relevance of "rondo" overall in relation to the clue?

One definition of ROTA is a RONDO.

The DO is the party.
