I would say it's 'to a man' (without exception), the empire being maybe Ottoman?

A bum is a sponger, so bum-f is a female sponger!

Yes - 24d Bumf - that's one of the spellings of bumph in Chambers - the sponger is the bum and he comes before (on) f (for female) - a typical, slightly crude clue for Paul and that does give themrmals for the warm clothes.
