Thanks beejay. I was thinking of Inch but I cannot see any connection in the clue.
The Minch is a channel between mainland Scotland and the Hebrides. Minch includes the letters c,h,i,and n and over a in the definition indicates drop the a (possibly).
inch is 'scotty' for a small island
anagram of c h i n--( from china)

Thank you aeronut. It all makes sense now - I was always hopeless at geography.
Or maybe the clue, including over a, leaves one with inch when chin is rearrranged.
Or maybe ...?
