Many thanks for that lead Rollo - no wonder I was confused but from all I have now read think I will go with HEAVE HO

or maybe it should be HEAVE TO - is there likely to be a different answer to the online crossword compared to the paper one ?

It's a mess. The online website says that HEAVE HO is the correct answer to the online clue - but to my mind the online clue leads to HEAVE TO.

It is only a mess for online users, who have a different clue to those who have the paper edition. The answer to the latter is HEAVE HO, as given by Pentalph8.
