I'm unable to track down the Matthew Prior clue for 2d "And...vote as armies vote for pay" (7).
Also 12ac Put out a highly regarded travel book including Western state (4) has me baffled partially because of the need to come up with a 12 letter spelling for the author of The Prince. I'm guessing the last letter of the four letter word in 12ac is an a or an e.
Any help here will be greatly appreciated.

As quite often in this crossword, the quotation at 2d does not seem to have found its way into dictionaries of quotations, but appears in the OED as an example under 'senate'.

In one or two places one finds the author of The Prince with his fourth letter repeated, which makes 12ac a fairly easy hidden word.

Thanks. I used that technique to confirm heterodoxy for the Marvell quote, and I guessed senates was the answer, but I didn't take it as far as I should have. An hour or so of combing Prior's poems did not suffice.
SENATES is correct--the clue seems flawed: it should read "as solders fight"
