Please will some bright brain tell me why 12a. should be Proverb? Saw dog restrained by lead.
and is 25 down as simple as Man - attendant,one dismissed by chief. Seem to have useless dictionaries around me as well! Many thanks.

12a Rover = dog, Pb = lead therefore anagram of Proverb

12a saw and proverb are synonyms> dog = rover, lead = pb => p-rover-b

25d attendant and man are synonyms> chief = main, one dismissed means remove the i from that word
