You do realise that in this clue the apostrophe is nothing to do with the possessive, it is the shortened form of the word 'is' e.g. it's = it is, as simple as that. So nothing to do with ownershop of anything.

This is a cryptic clue; a cyyptic clue usually consists of 2 parts: a definition and a subsidiary . 'peer' is the definition; 'is' implies (in the way that cryptic clues work) that the rest of the clue is the subsidiary. Are you new to cryptic crosswords? because with your pedantry I can't believe you'll stick with them for long. Unless you're (= 'you are', not 'your') clutching at straws because you know that you were wrong.
