Worked out 10d ON Investigation + bu(t) to(o) fe(w) ie tips.
10d last letters: tO investigatioN buT toO feW

49d GIRDS = grids (networks) with the R (rate's beginning) dropped further down the word (it is a down clue)
49d girds (rings) - network (is it plural? grids)= grids where r(ate's) drops from being 2nd to 3rd letter = girds

TYNWALD [man's diet i.e. the parliament of the Isle Of Man]

tips mean put the following backwards:
ultimately included = D - the last letter
greed = LAWN
yoghurt (not filling) = YT - the first and last letters

D LAWN YT all backwards = Tynwald
typo green not greed
