The next clue begins with ... holding up taxi (and its answer begins with PIN BACK).

I'd never known what the dots mean linking 2 clues. Do they always mean that the answer to the first clue can also be found in the second answer?

in general, but not necessarily in every case, consider the answer to the 1st clue as part of the 2nd clue e.g. in this case "pink holding up taxi (+ the rest of the clue)"
