The whole should read as an aphorism with the first word of the name, placed after the omitted letters, split into two three letter words. So the word lengths of the aphorism should be 3,2,3,5,2,5,3,3,6, and the meaning is that the divine is not disposed to foolishness, and the mortal not to good judgement.
I'm not sure who coined it either. I can't find it anywhere, so I concluded it may have been the setter. Anyway, I took the view it doesn't matter, and that's all there was to the puzzle. I may be wrong. Good luck
