13ac. Alter tail bands(10).R?A?R?N?E?. I think it must be rearranges, rear=tail and ranges=bands. I presume the 'alter' is a misprint for alters. Any advice?

rearranges fits the clue. I prefer the s
ending to a d ending.as ranges goes better
with bands than otherwise.It should have
read alters to be correct, but mistakes
happen.

I'd reached same conclusions as you - present tense fits better - i.e.REAR/RANGES but they should have proofread it better.
