Brabantio in Othello!
re-stem looks right, it is in Othello and addressed to a fellow senator. But it's one word.
The diarist is Giovannino Guareschi
-- answer removed --
Ask Shakespeare: he invented most of the language. This is from Othello, the locus citatus. I suspect WS was making it up as he went along to fit the iambic pentameters

First Senator:
Ay, so I thought. How many, as you guess?

Messenger:
Of thirty sail: and now they do restem
Their backward course, bearing with frank appearance
Their purposes toward Cyprus.

I think it just means "they turned round", but that's not poetry.
Also appears in other editions as "re-stem"
OED says:

trans. To make (one's way, course, etc.) back against the direction of the current or tide. Also: to make renewed headway against (the sea).

with examples from Shakespeare and a few others.

One ancient mariner has never heard the term, although we do say "stem the tide" now and again.

Carol Shields who wrote the Box Garden .
For 7D, think of a line Gray's Elegy Written in a Country Church-Yard from which Hardy took a title....
