An enclave is an enclosed territory that is culturally distinct from the foreign territory that surrounds it.

Alternatively, an exclave is a portion of a country which is separated from the main part and surrounded by politically alien territory.

So, although both fit, if either is the answer it's a poor clue, IMO.
