I do not recognize the gentleman in 138 or his vehicle. Help!  A clue, anything.

Thanks for the help. I get the quizmail by airmail at the whim of the British mail and the USPS. I have a hard time with British pictures. 139 and 140 had enough clues in pics for me to find them. I came up with too many hits in google on my searches for 138. I'll look up Spectrum computers but don't recall ever hearing of them.
