Are the letters in the same order in both words or can the letters be used in a different order?
Whilst on the BIDET he was struck by the DEBIT of the country.

I'm assuming a different order. I think it would be easier to solve if that was the case rather than trying to find the same word that would fit both blanks and result in a sentence that makes sense.
