the v comes from vote, participate in a ballot. If it was kiln, it would be note.

the d comes from rend, tear. If it was skit it would be rens...which isnt a word is it?

I've just dug it out and I think you are right, 3d has to be kiln, which makes 10a note and for
16d d-r-, clue short theatrical act

I can see the problem with NOTE (rather than VOTE) but still don't see why TURN doesn't fit if the 'tear' answer is RENT rather than REND
