Secr (etary of St) ate leaves one R short.
H ave not tried to work it out, but BJ said he is an 'R' short. thought he was working from your clue which has a typo.
I see that now BJ, but as a quick fire responce, the OP had typed ''Tory Secretaty'' so CHILL OUT !!!

I'd say consecrate could be right, but the wordplay doesn't absolutely support it.
Do the crossing letters fit?
