4d Lacking consistency - unlike 1984, for example ? Answer is UNEVEN, but what is the relevance to 1984 apart from it being an even number ?

My thoughts was that a 'Totalitarian Government' would be a consistent Ruling of power (unwavering dictatorial control) IE, direct even control(not black or white policies).
I am obviously looking to hard into the clue and apologies for any misunderstanding that I may have caused (just my thoughts). : )
