Chris Maslanka's Puzzles. Guardian 19Th. Jan.

I was highly delighted with myself for solving three puzzles today without looking at the answers. However, when I did look I was puzzled by the solution, even though I got it right.
Perhaps someone could explain. I might just be being thick!
Here it is
5 Chattanooga Charlie's bank account number is 289986788. He remembers this with the aid of a mnemonic.
Now I use mnemonics a lot with my students and immediately came up with the word 'Tennessee'. I just used the first letter of the name of each number.
Chris' solution says ' Take the lowest digit starting with the letters of Tennessee. Once you've used the lowest digit, use the next lowest, if there is one.'
I really do not understand this explanation.

But just using the word TENNESSEE would be ambiguous as you wouldn't know, when decoding, whether it was a 2 or 3, or a 6 or 7. Therefore the need for lowest digit etc. Ok?
