Anagram Puzzler

I have been asked to try and solve an anagram but I am completely stuck. The answer has four words and it is an item found in a kitchen cupboard. Any help as usual will be gratefully received. I promise not to let them think I have solved it. The letters are:-

Hope you don't mind me asking (and this is not sour grapes, I promise) but I wondered what logic was used to choose Treetops' answer as the best, when it is clearly not the correct answer. Whilst my answer - strong white plain flour- using all the letters as given and is a product found in the cupboard, used to make bread, is probably the correct answer.
